Registration Requirements

A Registrable Property is any real property that:

  • Is the subject of a foreclosure action;

  • Has a foreclosure judgment but has not yet been sold; or

  • Has been transferred to a mortgagee or affiliated entity via foreclosure sale or deed in lieu.

Registration

  • Registration is required within 10 days of initiation of the foreclosure action.

  • Each parcel requires a separate registration.

Registration information must be updated within 10 days of any change.

Renewals

  • Registrations must be renewed annually, measured from the initial foreclosure filing date.

OMT Update

  • OMT changes do not require a new registration but must be updated within 10 days.

Property Manager

  • A property manager must be designated.

  • A 24-hour contact telephone number is required.

  • Property manager must be local (within State)

Fee Exemptions

  • Governmental entities must register but are exempt from registration fees.

  • Governmental entities include HUD, VA, and USDA mortgagees or owners.

Posting Signage

  • Vacant properties must post signage visible from the street.

  • Size:  See Ordinance

  • Sign must include:

    • Property manager name;

    • 24-hour telephone number; and

    • Email address.

  • Exterior signage must be weather‑resistant.

Occupied and vacant properties have different fees, and the fee can change with each renewal.

Late fees

  • A late fee of 10% of the registration fee is added if the registration fee is not paid within 30 days of the start of the registration period.
  • An additional 10% of the registration fee is added every 30 days after the first late fee until the registration fee is paid.

Fees are paid online by card or bank account when you submit your registration. A payment processing fee, if any, is shown before you pay.

Registration Requirements

In this jurisdiction, any owner of Vacant Property is required to register the property. Vacant Property is considered any parcel of land that contains any building or structure that is not lawfully occupied and is vacant for more than 30 days or any cancellation of utility or service, whichever occurs first.

Vacant Lots are not required to be registered.

Maintenance of liability insurance of at least $300,000 for residential and $1 million for commercial/industrial; Any owner of vacant property who plans to restore the property to productive use and occupancy during the twelve-month period following the date of the initial registration of the property shall file a detailed statement of the owner's plans for restoration of the property with the registration statement and shall be exempt from payment of the registration fee but shall comply with all other provisions of this Section. In the event that the property has not been restored to productive use and occupancy at the end of the twelve-month period, the owner shall be liable for any fee waived. The Director of Community Development may extend the waiver of the registration fee for not more than one additional year in response to a written request by the property owner where the Director of Community Development finds that compelling conditions outside the owner's control made it impossible for the owner to restore the property within the initial twelve-month period.
